The Director of Finance presented a proposed revised structure within the Accountancy Section in response to the forthcoming retirement of the Technical Accountant. It was noted that the proposals provided scope for career development and progression of staff within the Service. Transitional arrangements were designed to aid the smooth handover of work and facilitate training of the staff concerned.

RECOMMENDED: That

(1) from 1 October 2005 the working week of post DF0201 (Technical Accountant) be reduced to four days;

(2) from 1 October 2005 post DF0208 be redesignated Senior Accountant/Financial Systems Officer and regraded SO/M9;

(3) from 1 October 2005 post DF0205 be redesignated Senior Accountant and regraded SO/M9;

(4) from 1 October 2005 the vacant part-time post of Exchequer Assistant (DF0499) be deleted from the establishment;

(5) on the retirement of the Technical Acountant, post DF0201 be deleted from the establishment;

(6) on either deletion of post DF0201 (Technical Accountant) or the further reduction in hours of post DF0201, the post of Accountancy Assistant (DF0209) be redesignated Senior Accountancy Assistant and regraded Scale 5/6. In the latter instance, regrading and redesignation be agreed by the Director of Finance in liaison with the Cabinet Members for Resources and Capital Projects and Efficiency and Innovation and the Chairman of the General Purposes Committee, with the proviso that there is no net additional cost to the Council;

(7) on either the deletion of post DF0201 (Technical Accountant) or the further reduction in hours of post DF0201, the post of Accountancy Assistant Scale 2/3/4 be established. In the latter instance, this be agreed by the Director of Finance in liaison with the Cabinet Members for Resources and Capital Projects and Efficiency and Innovation and the Chairman of the General Purposes Committee, with the proviso that there is no net additional cost to the Council;

(8) the post of Accountancy Assistant (DF0210) at Scale 2/3/4 be established on the basis set out at paragraph 1.3.6 of the report ; and

(9) the net savings generated by this review (£20,873) be included in the Council's Annual Efficiency (Gershon) Exercise.
