MATTERS FOR RECOMMENDATION TO THE CABINET
LAA 09/053 Poult Wood Golf Centre - Golf Society Charges

Consideration was given to the joint report which brought forward details of the proposed Golf Society Charges for 2010/11 in advance of the annual review of charges to enable the publication of promotional material. It was noted that the proposals took into account existing usage patterns, charges levied at competing facilities and prevailing inflation figures and had been prepared in consultation with the on-site contractors.

RECOMMENDED: that the golf society charges at Poult Wood Golf Centre be held at current levels for 2010/11.
LAA 09/054 Tonbridge Castle Gatehouse Charges

Consideration was given to the joint report which recommended revised charges for the Tonbridge Castle Gatehouse tourist attraction for implementation from 1 April 2010. It was noted that the proposals took into account prevailing inflation figures, competitor charges and local market conditions.

RECOMMENDED: That

(1)the proposed charges for Tonbridge Castle Gatehouse tourist attraction, as outlined in the report, be implemented with effect from 1 April 2010; and

(2)the charges be reflected in the appropriate tourism marketing materials.
LAA 09/055 Capital Projects - Post Implementation Reviews

The joint report of the Chief Leisure Officer and Cabinet Member for Leisure, Youth and Arts brought forward Capital Plan Post Implementation Reviews in respect of Tonbridge Cemetery Toilet Provision, Larkfield Leisure Centre Car Park Improvements and Larkfield Leisure Centre/Tonbridge Pool, Pool Hall Lighting.

RECOMMENDED: That the Post Implementation Reviews for Tonbridge Cemetery Toilet Provision, Larkfield Leisure Centre, Car Park Improvements and Larkfield Leisure Centre/Tonbridge Pool, Pool Hall Lighting be endorsed.
LAA 09/056 Leisure Facilities - Christmas Closure Arrangements

The proposed Christmas closure arrangements for the Council's leisure facilities were brought forward following consultation with the Buildings and Facilities Manager and taking into account essential maintenance works at individual sites.

RECOMMENDED: That the Christmas closure arrangements for the Council's leisure and customer service facilities, as detailed in the report, be agreed and publicised in the December edition of Here & Now and other appropriate outlets.
LAA 09/057 Larkfield Leisure Centre - Proposed Childrens Interactive Zone

The report brought forward a proposal to develop a Children's Interactive Zone at Larkfield Leisure Centre, funded by the West Kent Primary Care Trust and sought Members' support in principle, subject to a more detailed evaluation report being submitted to the next meeting of the Advisory Board.

Members were supportive of the scheme recognising the value of providing young people with healthy lifestyle options and targeting the levels of childhood obesity.

RECOMMENDED: That the proposal to provide a Children's Interactive Zone at Larkfield Leisure Centre, funded by the West Kent Primary Care Trust be agreed in principle, subject to a more detailed evaluation report being submitted to the next meeting of the Advisory Board.
LAA 09/058 Haysden Country Park - Draft Management Plan

The report provided an update on the development of a Management Plan for Haysden Country Park and outlined the arrangements for consultation with key stakeholders and the public.

RECOMMENDED: That

(1) the draft Haysden Country Park Management Plan be circulated for public consultation as outlined in the report; and

(2) the final Plan be submitted to a future meeting of the Advisory Board.
LAA 09/059 Tonbridge Castle Festival of Music and Fireworks

The report provided a review of this year's Festival of Music and Fireworks organised by promoters Musical Associates (Concerts) Ltd in partnership with the Council and outlined some initial considerations for the event in 2010.

Members thanked all those involved for their hard work and commitment in organising a successful and popular event. Officers reassured the Advisory Board that the quality of the event would be maintained but balanced with financial considerations.

RECOMMENDED: That the success of the 2009 Festival of Music and Fireworks be noted and a detailed report be submitted to a future meeting of the Board on proposals for 2010, incorporating measures to reduce the cost of the Festival to the Council.

LAA 09/060 Tonbridge School - Floodlit All Weather Pitch
The report updated Members of the Board on progress with the upgrade of the 'Rowan' all weather pitch at Tonbridge School, to provide community use.
LAA 09/061 Capital Plan Progress Report
The Chief Leisure Officer advised Members of progress with schemes contained in the Leisure Services section of the Capital Plan.
LAA 09/062 2009 Summer Activity Programmes for Young People
The report provided an update on activities for young people and children that took place over the summer holidays, including the Summer Playscheme, Activate and Y2 Crew.

Members asked that their thanks be formally recorded to Jeni Ashmore for her excellent work and commitment to youth and play development.
LAA 09/063 Heritage Open Days 2009
Members were updated on preparations for the Heritage Open Day event which celebrated England's architecture and culture by offering free access to properties that were usually closed to the public or normally charged for admission. The event took place on the weekend of 12/13 September 2009.

Members noted the success and popularity of the event and discussed the benefits of asking properties to consider extending the opportunity to visit by participating over more weekends.




LAA 09/064 West Kent Arts Partnership - Time of Our Lives Project
The report provided details of a new intergenerational project established by the West Kent Arts Partnership. The project would be delivered in all four regions across West Kent starting in September 2009.
LAA 09/065 Leisure Facilities - Financial Performance
Management information summaries for Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle/Customer Services, Tonbridge Cemetery, Country Parks Car Park Income and Poult Wood Grounds Maintenance were outlined in the report.

Members noted the good performance especially in the current difficult economic climate which was a credit to those managing those sites.

The report outlined the outcome of the recent tender process for installation of a new Multi Use Games Area at Tonbridge Racecourse Sportsground and the replacement of the existing Multi Use Games Area at Tonbridge Farm Sportsground.

RECOMMENDED: That the contract for the Multi Use Games Areas at Tonbridge Racecourse and Tonbridge Farm Sportsground be awarded to Steelway Fensecure Ltd in the sum of £92,858.50.
