RESOLVED: That the notes of the meeting of the Leisure and Arts Advisory Board held on 13 October 2008 be approved as a correct record and signed by the Chairman.

The Chairman announced that Tonbridge Swimming Pool had recently undergone a QUEST assessment and had received an initial indication that it would be awarded an 'Excellent' status. The Board congratulated the Manager, Gary Littlejohn, and the staff at the pool on this achievement.
MATTERS FOR RECOMMENDATION TO THE CABINET
LAA 09/003 Leisure Services - Review of Charges 2009/10
The joint report of the Chief Leisure Officer and the Director of Finance outlined proposed charges in respect of Poult Wood Golf Centre, Tonbridge Cemetery, Tonbridge Castle Council Chamber/Wedding Charges, the Summer Playscheme, pitch hire for sportsgrounds within Tonbridge and car parking at the Council's two Country Parks.

RECOMMENDED: That

(1) the scale of charges for Poult Wood Golf Centre, as detailed at Annex 2 to the report, be agreed and implemented with effect from 1 April 2009;

(2) the proposed increase in pitch hire charges for Tonbridge Sportsgrounds, as detailed at Annex 3 to the report, be agreed and implemented with effect from 1 April 2009;

(3) the scale of charges for Tonbridge Cemetery, as detailed at Annex 5 to the report, be agreed and implemented with effect from 1 April 2009;

(4) the proposed charges for Tonbridge Castle Chamber and the associated list of concessionary users, as shown at Annexes 6, 7 and 8 to the report, be approved and implemented from 1 April 2009;

(5) the proposed charges for Weddings in 2010/11 at Tonbridge Castle be agreed as detailed in the report;

(6) the proposed charges for the 2009 Summer Playscheme, as detailed at Annex 10 to the report, be approved; and

(7) the charges for car parking at Leybourne Lakes and Haysden Country Parks be reviewed at the January 2010 meeting of the Advisory Board, including the potential introduction of a joint season ticket for both facilities.

LAA 09/004 Leisure Services Business Unit - Review of Charges
The joint report of the Chief Leisure Officer and the Director of Finance outlined proposed charges in respect of Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Tonbridge Farm All Weather Area and Tonbridge Racecourse Sportsground Games Hut. Members' attention was drawn to the need to consider the charging proposals alongside the Leisure Services Business Unit draft revenue estimates reported to the Finance and Property Advisory Board on 7 January 2009.

RECOMMENDED: That

(1) the scale of charges with regard to Larkfield Leisure Centre, as set out in Annex 1 to the report, be implemented with effect from 1 April 2009;

(2) the scale of charges with regard to Angel Centre, as set out in Annex 2 to the report, be implemented with effect from 1 April 2009; and

(3) the scale of charges with regard to Tonbridge Swimming Pool, as set out in Annex 3 to the report, be implemented with effect from 1 April 2009.

LAA 09/005 Tonbridge Swimming Pool - Provision of Disabled Changing Facilities

The joint report of the Chief Leisure Officer and Cabinet Members for Leisure, Youth and Arts and Finance brought forward detailed plans for the provision of disabled changing facilities at Tonbridge Swimming Pool and provided an update on the progress of the proposed works to meet the requirements of the Disability Discrimination Act.

RECOMMENDED: That the proposed design for the new disabled changing area at Tonbridge Swimming Pool be approved and progressed in accordance with the timescale outlined in the report.
LAA 09/006 Tonbridge Castle Festival of Music and Fireworks

The joint report of the Chief Leisure Officer and Cabinet Member for Leisure, Youth and Arts provided an update on the proposed programme for this summer's event and included details of initiatives to reduce the cost of the Festival to the Council.

RECOMMENDED: That the proposed programme, charges and arrangements for the 2009 Festival of Music and Fireworks, as outlined in the report, be agreed.
LAA 09/007 Public Open Spaces: Disability Discrimination Act Access Audits

The joint report of the Chief Leisure Officer and Cabinet Member for Leisure, Youth and Arts brought forward a draft of the Tonbridge Farm Sportsground Disability Discrimination Act Access Audit and set out details of the proposed arrangements for a similar audit to be undertaken of the Tonbridge Castle Grounds.

RECOMMENDED: That

(1) the draft Disability Discrimination Act Access Audit for Tonbridge Farm Sportsground, as shown at Annex 1 to the report, be approved;

(2) improvement actions within the Access Audit be implemented in accordance with the proposals highlighted at sub-section 1.2.3 of the report; and

(3) an access audit of Tonbridge Castle Grounds be carried out in summer 2009 in liaison with the Tonbridge and Malling Access Group.
MATTERS SUBMITTED FOR INFORMATION
LAA 09/008 Capital Plan Progress Report
The report updated the Board on progress with schemes contained within the Leisure Services section of the Capital Plan.
LAA 09/009 Leisure Facilities - Financial Performance
Management information for Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle/Customer Services, Tonbridge Cemetery and the Ground Maintenance Contract at Poult Wood was summarised in the report.
LAA 09/010 Indoor Leisure Facilities - Zest Loyalty Scheme
The reported provided an update on the Zest Loyalty Scheme which had been launched at the Council's indoor leisure facilities on 1 November 2008.
LAA 09/011 Youth and Play Development Update
The report of the Chief Leisure Officer provided an update on activities and initiatives for young people and children. The Board noted that Jeni Ashmore had been appointed to the post of Youth and Play Development Officer.
