SH 12/017 Declarations of interest.
Councillors Mrs Anderson and Lancaster declared personal interests in the presentation by Dr Paul Easterbrook of Porchlight due to their connection with the Citizens' Advice Bureau which occupied adjacent premises in New Wharf Road, Tonbridge.

Councillor Mrs Luck declared a personal interest in any items relating to tenants in receipt of housing benefit due to her position as a private landlord.

Councillor Trice declared a personal interest in any items relating to housing benefit due to his employment by West Kent Debt Advice Centre.

Councillor Heslop declared a personal interest in any items that might have implications for the Bridge Trust on the grounds that he was a member of its Board.

RESOLVED: That the notes of the meeting of the Strategic Housing Advisory Board held on 20 February 2012 be approved as a correct record and signed by the Chairman.
SH 12/019 Glossary
The Director of Health and Housing submitted a glossary of terms used within the reports to the Advisory Board.
SH 12/020 Presentation by Porchlight
Members received a presentation from Dr Paul Easterbrook of Porchlight regarding the charity's work to provide a safe and supportive environment at its hostel for vulnerable young people at New Wharf Road, Tonbridge.

SH 12/021 Private Sector Housing Update

The joint report of the Director of Health and Housing and the Cabinet Member for Housing set out details of the proposed notional allocation to Russet from the 2012/13 Disabled Facilities Grant budget for major adaptations to properties within the Borough and provided details of a request received from Yorkshire Energy Services (YES) to promote a national free insulation scheme to homeowners. The report provided a general update on the Private Sector Housing team work.

RECOMMENDED: That

(1) the notional allocation to Russet from the Disabled Facilities Grant budget of £250,000 be endorsed;

(2) Russet be commended for their proposed ongoing financial commitment to funding major adaptations for their tenants; and

(3) the promotion and support for the YES insulation scheme and other similar schemes to homeowners with properties within the Tonbridge and Malling area be endorsed.
SH 12/022 Kent Forum Housing Strategy Refresh: Consultation Response

The joint report of the Director of Health and Housing, the Director of Planning, Transport and Leisure and the Cabinet Members for Housing and Planning and Transportation set out details of the response given, in liaison with the Cabinet Members for Housing and Planning and Transportation, to the consultation on the refresh of the Kent Forum Housing Strategy. Following consideration by the Management Team on 15 May, the response had been submitted by the deadline of 23 May 2012 and retrospective endorsement of the action taken was sought.

RECOMMENDED: That the response to the consultation, set out at Annex 2 to the report, be endorsed.
SH 12/023 Tenancy Strategy

The joint report of the Director of Health and Housing and the Cabinet Member for Housing set out details of the requirement for Tonbridge and Malling to have a Tenancy Strategy and outlined the co-operative approach adopted within the Kent Housing Group to achieve this. The report summarised progress to date in creating the strategy document and highlighted the next key steps.

RECOMMENDED: That the approach taken in writing a Tenancy Strategy in partnership with the other local authorities within Kent through the Kent Housing Group be endorsed.

SH 12/024 Housing Needs Update
The report provided an update on the activity of the Housing Options and the Housing Register Services.
SH 12/025 Strategy and Enabling Update
The report of the Director of Health and Housing updated Members on progress made by the Council's Registered Provider (RP) Partners in providing new affordable housing in the Borough. It summarised the programmes for 20010/11 to 2014/15 and described progress on housing strategy matters.
SH 12/026 External Consultations
The report set out details of the responses submitted regarding external consultations since the last meeting of the Advisory Board.
SH 12/027 Service of Statutory Notices
Members noted the statutory notices served since the last meeting of the Advisory Board on 20 February 2012.
