DECISIONS TAKEN UNDER DELEGATED POWERS IN ACCORDANCE WITH PARAGRAPH 3 (OR 2), PART 3 OF THE CONSTITUTION
AP2 13/010 Development Control
Decisions were taken on the following applications subject to the pre-requisites, informatives, conditions or reasons for refusal set out in the report of the Director of Planning, Transport and Leisure, or in the variations indicated below. Supplementary reports were tabled at the meeting.

Members of the public addressed the meeting where the required notice had been given and their comments were taken into account by the Committee when determining the application. Speakers are listed under the relevant planning application shown below.

AP2 13/011 TM/11/01191/FL - Isles Quarry, Quarry Hill Road, Borough Green
Erection of 171 dwellings, creation of 6.82 ha of public open space including local area of equipped play (leap), new vehicular access onto Haul Road. Provision of access roads, footpaths, landscaping and all associated infrastructure, removal of bridge deck to Isles Quarry East at Isles Quarry, Quarry Hill Road, Borough Green.

A supplementary report providing a summary of additional information and representations received was tabled prior to the meeting. To avoid confusion a revised schedule of the recommended conditions was reproduced in Annex 2 of the supplementary report.

Careful consideration was given to the views expressed by the public speakers and Members had an indepth discussion on a number of issues including car parking, noise mitigation, land contamination, air quality and affordable housing.

RESOLVED: That planning permission be APPROVED in principle as set out in the main and supplementary reports of the Director of Planning, Transport and Leisure;and

Authority be delegated to the Director of Planning, Transport and Leisure to grant planning permission, subject to:

- The applicant entering into an appropriate Legal Agreement; and

- The final detailed wording and integration of conditions to be agreed by the Director of Planning, Transport and Leisure in liaison with the Director of Central Services.
