The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the review of the Borough Leisure Strategy and set out details of the proposed timescale and arrangements for consultation with the public, key partners/stakeholders and statutory bodies. The Chief Leisure Officer advised that the review provided an opportunity to incorporate the Council's Local Cultural Strategy and produce one strategy document to be known as the Borough Leisure and Arts Strategy. RECOMMENDED: That (1) a new Borough Leisure and Arts Strategy be developed in accordance with the approach outlined in the report; (2) the proposed themes underpinning the new Strategy outlined at Annex 1 to the report be agreed; and (3) the proposed timetable and phases of consultation detailed at Annex 2 to the report be agreed. |

The report of the Chief Leisure Officer brought forward details of the responses received to the consultation exercise on the draft Local Play Strategy and recommended that the final document be referred to the Policy Overview Committee for consideration. The Chief Leisure Officer advised that comments received from a number of parish councils which had requested an extension of time would be incorporated into Annex 1 to the report for consideration by the Policy Overview Committee. RECOMMENDED: That the proposed amendments highlighted at Annex 1 to the report be confirmed and the amended Local Play Strategy be referred to the Policy Overview Committee for consideration. |

Consideration was given to the Leisure Services Business Unit's Business Plan for 2007/08. It was noted that the detailed plan contained the objectives and targets for each of the Council's indoor leisure facilities and for the ground maintenance contract at Poult Wood Golf Centre. RECOMMENDED: That the Leisure Services Business Unit Business Plan 2007/08 be approved. |

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined a draft Water Safety Policy for the Council's outdoor leisure sites and provided a site specific Water Safety Strategy for Tonbridge Racecourse Sportsground. RECOMMENDED: That (1) the draft Water Safety Policy for all outdoor leisure sites be adopted and the associated action plan be implemented subject to further consultation with The Royal Society for the Prevention of Accidents; and (2) the draft Water Safety Strategy for Tonbridge Racecourse Sportsground (including the Castle Moat) be adopted and the associated action plan be implemented subject to further consultation with The Royal Society for the Prevention of Accidents. |

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined the results of the tree inspection report recently completed by the Council's Ground Maintenance Contractor which identified tree work required on areas of Public Open Space on a prioritised basis. RECOMMENDED: That tree works be progressed as outlined in the report and be funded from within the agreed revenue budgets. |

Memorial Safety Inspections - Tonbridge Cemetery and Closed Churchyards |
The report of the Chief Leisure Officer provided an update on action taken to prepare for memorial safety inspections at Tonbridge Cemetery and the closed churchyards at St Peter and St Paul's and St Stephen's, Tonbridge. The report provided details of the programme of works and arrangements for consulting existing memorial owners. Members were advised that the Local Government Ombudsman had indicated that the Council should send out letters to grave owners registered during the last twenty-five years. |

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts recommended the extension of the current Leisure Services Business Unit Cleaning Services Contract for a further two years in accordance with the existing contract conditions. RECOMMENDED: That Ridge Crest Cleaning Services Ltd be awarded a two year extension to the current Leisure Services Business Unit Cleaning Services Contract in accordance with the existing contract conditions. |

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on the re-tendering of the Grounds Maintenance Contract and sought approval of a Select List of Contractors. Attention was drawn to the option within the report for the inclusion of the maintenance of Kent County Council highway verges within the tender documentation and that confirmation was awaited from the County Council on how they wished the Borough Council to proceed. RECOMMENDED: That, subject to satisfactory financial appraisals, the Select List of contractors as outlined in the report be approved and those contractors be invited to tender for the Grounds Maintenance Contract. |

The report of the Chief Executive outlined the one-off opportunity to secure a live performance of the Blue Planet concert in association with the BBC and others at Tonbridge School on Sunday 26 August 2007. RECOMMENDED: That (1) the sum of £15,000 be made available by way of virement from the Local Authority Business Growth Initiative grant to meet the at risk' costs identified in the report; and (2) support be given to promoting and facilitating the event from within existing resources and further sponsorship opportunities be progressed. |
