Details of Reserved Matters being; access, appearance, landscaping, layout and scale submitted pursuant to planning permission TM/05/00163/FL: 3 storey B1 development with separate energy centre building with car parking and security gate (resubmission of TM/07/03969/RM)at
1 Jubilee Way Kings Hill.

RESOLVED: That the

Reserved Matters be APPROVED, subject to:-

(1) Additional Condition:

1. The landscaping scheme hereby approved shall not be undertaken until there has been submitted to and approved by the Local Planning Authority a supplementary scheme of landscaping to include bunding where practicable and fast growing species. All planting, comprised in the approved supplementary scheme of landscaping shall be implemented during the first planting season following occupation of the buildings or the completion of the development, whichever is the earlier. Any trees removed, dying, being seriously damaged or diseased within 10 years of planting shall be replaced in the next planting season with trees or shrubs of similar size and species, unless the Authority gives written consent to any variation.

Reason: Pursuant to Section 197 of the Town and Country Planning Act 1990 and to protect and enhance the appearance and character of the site and locality.

(2) Additional Resolutions:

1. Officers are instructed to enter into discussions with Liberty with the aim of securing substantial planting and bunding works around the periphery of this corner of the overall Kings Hill development site, especially along the boundary with the by-pass, these works to be implemented well in advance of any further development proposals coming forward for individual development plots.

2. Officers are instructed to urgently assess the scope for placing Tree Preservation Orders on the poplar screening belts between this site and the by-pass/New Barns.
