Councillor Coffin declared a personal and prejudicial interest in the item on Tonbridge Castle Festival of Music and Fireworks in that he owned a pyrotechnic business. He withdrew from the meeting during consideration of this item.

MATTERS FOR RECOMMENDATION TO THE CABINET
LAA 11/003 Queen Elizabeth II Fields Challenge

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts set out the aims of the Fields in Trust Queen Elizabeth II Fields Challenge and brought forward proposals for the Borough Council's Involvement in the scheme. Mr T Housden, Project Officer of Fields in Trust gave a detailed presentation on the challenge which aimed to protect 2,012 outdoor recreational spaces across the UK as a permanent legacy of Her Majesty The Queen's Diamond Jubilee and of the London 2012 Olympics.

RECOMMENDED: That

(1) the Borough Council supports the Fields in Trust Queen Elizabeth II Fields Challenge;

(2) nominations for sites to enter the Challenge from across the Borough be encouraged; and

(3) subject to confirmation by the Legal Services Partnership Manager, four sites in the Council's ownership, as detailed in the report, be nominated for inclusion in the scheme.
LAA 11/004 Scotchers Field Public Open Space Improvements

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts brought forward for consideration proposals for improvements to Scotchers Field Public Open Space, Tonbridge. It was noted that the proposed improvements were funded in full from developer contributions and had been subject to consultation with local residents.

RECOMMENDED: That the improvements to Scotchers Field Public Open Space be progressed in accordance with the proposals outlined in the report, funded in full by developer contributions.
LAA 11/005 Leybourne Lakes Country Park - Market Survey Results

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided details of the results of the 2010 market survey carried out at Leybourne Lakes Country Park and brought forward proposed improvements to be considered alongside the review of the Site Management Plan.

RECOMMENDED: That

(1) the 2010 market survey results for Leybourne Lakes Country Park be noted; and

(2) the proposed improvements identified within the report be considered alongside the review of the Site Management Plan and be reported to a future meeting of the Leisure and Arts Advisory Board.

LAA 11/007 Extension of Swim School Programme

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts outlined proposals to extend the existing Swim School programme at Larkfield Leisure Centre and Tonbridge Swimming Pool. It was noted that the proposals included the introduction of continuous assessment of pupils over a rolling 45 week programme and the opportunity for customers to spread the cost of payment through a monthly direct debit. The report had been brought forward following a detailed audit of the existing programme, an extensive customer survey and liaison with the Swim School staff.

RECOMMENDED: That the proposals to amend the Swim Schools at Larkfield Leisure Centre and Tonbridge Swimming Pool outlined in the report be pursued, with an implementation date of 1 September 2011, subject to a further report to the next meeting of the Advisory Board.
LAA 11/008 Capital Projects - Post Implementation Reviews

RECOMMENDED: That the Post Implementation Review for Energy Saving Measures at the Council's Indoor Leisure Facilities be endorsed.

LAA 11/009 Capital Plan Progress Report
Members were advised of progress with schemes contained in the Leisure Services section of the Capital Plan.
LAA 11/010 Children and Young People Update
The report of the Chief Leisure Officer provided an update on key areas of the Children and Young People work programme and made particular reference to Activate, the Summer Playscheme, Y2 Crew, the Youth Forum and the new Tonbridge and Malling Local Children's Trust Board.
LAA 11/011 Tonbridge Memorial Garden
The report updated the Board on progress with the development of improvement proposals for the Memorial Garden in Tonbridge.
LAA 11/012 2009 Cambridge Model Results
The Chief Leisure Officer advised that the Cambridge Economic Impact Model measured the economic impact of tourism within a given area and he presented an overview of the assessment undertaken by Tourism South East in 2009.
LAA 11/013 Leisure Facilities - Financial Performance
The Chief Leisure Officer presented details of the overall financial performance of the Leisure Services Business Unit and submitted management information for Larkfield Leisure Centre, Angel Centre, Tonbridge Swimming Pool, Poult Wood Golf Centre, Tonbridge Castle/Customer Services, Tonbridge Cemetery, Country Parks Car Park Income and Poult Wood Grounds Maintenance.

The joint report of the Chief Leisure Officer and the Cabinet Member for Leisure, Youth and Arts provided an update on further investigations regarding the staging of the Festival of Music and Fireworks at Tonbridge Castle and brought forward a new proposal for the event in 2011.

RECOMMENDED: That

(1) the arrangements with Opera Brava to stage a 2011 Festival of Music and Fireworks at Tonbridge Castle as outlined in the report be confirmed; and

(2) discussions and negotiations continue to take place with the Tonbridge Arts Festival Committee to consider proposals for the Festival in 2012.
