Review of Contracts Procedure Rules |
The joint report of the Acting Chief Solicitor and the Director of Finance gave details of the outcome of a review of Contracts Procedure Rules which had been carried out with Kent Improvement and Efficiency Partnership funding and undertaken across Kent by external solicitors. It was noted that the review sought to update and modernise procurement practices and where possible facilitate a consistent approach in Kent. Consideration was given to the proposed changes to the Contracts Procedure Rules which resulted in minor consequential changes to the Financial Procedure Rules and some amendments to the Council's Constitution. The Acting Chief Solicitor advised that arrangements for keeping Members informed on contract matters would be contained within a Purchasing Guide associated with the Procedure Rules. RECOMMENDED: That the amendments to the Contracts Procedure Rules and the Financial Procedure Rules, set out at Annexes 1 and 2 to the report respectively, and to the Schemes of Delegation to Officers in Part 3 of the Constitution referred to at paragraphs 1.4.2 and 1.4.3 of the report be endorsed and commended to the Council for approval. *Referred to Council |
