MATTERS FOR RECOMMENDATION TO THE CABINET
PE 08/024 Affordable Housing Supplementary Planning Document (SPD) response to formal consultation
The Director of Planning, Transport and Leisure and the Director of Health and Housing reported that the revised Affordable Housing SPD had been subject to a formal consultation. A number of responses had been received with some further changes to the document recommended before its adoption.

Members were encouraged by the inclusion of a range of sizes of affordable accommodation in the document as an obvious housing need for larger accommodation existed.

Discussion followed on nomination rights and the Council's ability to secure the highest number of nominations from a developer. Members were assured that in any scheme developed using public funding there was an expectation that the RSL would enter into a nomination agreement before planning permission was granted. Members asked that consideration be given to monitoring and reviewing the percentage of nomination rights in schemes to ensure that residents' needs were best met.

RECOMMENDED: That the Affordable Housing SPD, as amended, be recommended to the Policy Overview Committee and thereafter to Cabinet and to Council for adoption as part of the Council's Policy Framework and as a material consideration in Development Control.
