RESOLVED: That the application be

REFUSED on the following grounds: -

(1) The proposed development by reason of its size, siting and scale will be visually prominent and thereby detrimental to the character and appearance of the Conservation Area and will harm the landscape character of the Area of Outstanding Natural Beauty. The proposal is thereby contrary to PPG15, PPS7, Policies QL6 and EN4 of the Kent and Medway Structure Plan 2006, Policy CP24 of the Tonbridge and Malling Borough Core Strategy 2007 and saved Policy P6/15 of the Tonbridge and Malling Borough Local Plan 1998.

3. Within 4 months of this decision, all internal and external changes detailed in the application documents (as amended by e-mail received 24.4.08) hereby approved shall be carried out in their entirety.

Reason: To accord with the terms of the application in making the building of an agricultural appearance and rendering it appropriate in style and layout to its approved function, in order for it to be appropriate development in the Green Belt and in the interests of ensuring that it preserves or enhances the character and appearance of the Conservation Area.

RESOLVED: That the application be

REFUSED on the following grounds: -

(1)The proposed development will result in inadequate on-site parking provision in an area already deficient in car parking and in which there is high demand for parking. This lack of on-site parking cannot adequately be overcome by the adoption of a Travel Plan. The proposal will therefore harm traffic safety due to the risk of indiscriminate parking in the vicinity (especially Neville Court) and an increase in highway congestion and inconvenience due to additional pressure on the limited car parking in the vicinity of the site. The development is contrary to Policies T19 and QL1 of the Kent and Medway Structure Plan 2006 and Policy CP24 of the Tonbridge and Malling Borough Core Strategy 2007.
