Adoption of a New Code of Conduct |
The Monitoring Officer reported that the Government had published a Revised Model Code of Conduct for Members and he advised that local authorities had until 3 October 2007 to formally adopt a new code of conduct which was consistent with the model and incorporated all of the mandatory provisions. The report summarised the changes from the existing code of conduct. The report also recommended that the existing Members' Planning Code of Good Practice and the Members' Licensing Code of Good Practice be adopted as protocols, together with new protocols relating to the keeping of the register, member attendance at training, gifts and hospitality, use of Council resources and the boundaries of acceptable political activity for independent members of the Council's Standards Committee. Members carefully considered the provisions of the draft code and protocol and discussed a number of changes. RECOMMENDED: That the Council adopt the code of conduct and protocols as set out in Annex 1 and Annex 2 to the Monitoring Officer's report, as amended at the meeting. Pursuant to Council and Committee Procedure Rules 8.5 and 15.20, it was noted that Councillor Cure had voted against the motion. * Referred to Council |
