RESOLVED: That the notes of the meeting of the Planning and Transportation Advisory Board held on 25 February 2008 be approved as a correct record and signed by the Chairman.

Members were updated on the latest position relating to the Tonbridge - Redhill line Services (Minute PE 08/020 refers) following a meeting with Southern where the proposed changes were confirmed. The Board expressed concern and frustration at losing the direct service to Gatwick and requested that a letter be submitted to the Minister for Transport emphasising the difficulties and problems for the local community, especially when green travel was being encouraged and the importance of Tonbridge as a transport hub was enshrined in regional policy.
MATTERS FOR RECOMMENDATION TO THE CABINET
PE 08/024 Affordable Housing Supplementary Planning Document (SPD) response to formal consultation
The Director of Planning, Transport and Leisure and the Director of Health and Housing reported that the revised Affordable Housing SPD had been subject to a formal consultation. A number of responses had been received with some further changes to the document recommended before its adoption.

Members were encouraged by the inclusion of a range of sizes of affordable accommodation in the document as an obvious housing need for larger accommodation existed.

Discussion followed on nomination rights and the Council's ability to secure the highest number of nominations from a developer. Members were assured that in any scheme developed using public funding there was an expectation that the RSL would enter into a nomination agreement before planning permission was granted. Members asked that consideration be given to monitoring and reviewing the percentage of nomination rights in schemes to ensure that residents' needs were best met.

RECOMMENDED: That the Affordable Housing SPD, as amended, be recommended to the Policy Overview Committee and thereafter to Cabinet and to Council for adoption as part of the Council's Policy Framework and as a material consideration in Development Control.

PE 08/025 Tonbridge Conservation Area Appraisal - Consultation Draft

The Director of Planning, Transport and Leisure advised that a draft Conservation Area Appraisal had been prepared for the purpose of public consultation. The extent of the Conservation Area had been reviewed and certain changes proposed which needed to be subject to consultation.

Issues discussed included the protection and enhancement of waterways and the conflict between bio-diversity and maintenance. The Director of Planning, Transport and Leisure advised that this issue could be addressed as developments in accordance with the Tonbridge Central Area Action Plan progressed.

Members welcomed the Appraisal, supporting the concept of looking beyond the immediate boundary of the conservation area. The document would become an important consideration for planning control and Members suggested that advice on improving and maintaining the area and design guidelines be made available to residents living in the conservation area.

Members supported the deletion of the majority of The Haydens housing development from the conservation area but requested that the conservation status of the open green space, and the crescent overlooking it, be retained.

RECOMMENDED: That

(1) the proposed changes to the extent of the Tonbridge Conservation Area, as set out in Annex A of the report, be adopted for the purpose of public consultation, subject to retaining conservation status of the green open space and the crescent overlooking it at The Haydens; and

(2)the draft Conservation Area Appraisal be adopted for the purposes of public consultation.
PE 08/026 Parking Action Plan - Progress Report

The Director of Planning, Transport and Leisure and the Cabinet Member for Planning and Transportation invited the Board to confirm its views on the form of Zone P following a consultation of residents. The programme of adoption for the remaining Zones, the introduction of off-street parking charges at Haysden Country Park and the overall Parking Action Plan was reviewed.

Members considered the views of local residents on the RPP scheme in parts of Area P and also the representations made, including those from Kent Police, in respect of parking restrictions in the turning head at Tudeley Lane and in Mann Square.

Members requested that the potential for additional parking on the grassed area adjoining Tudeley Lane be considered and a dialogue be maintained with the local school and Education Authority reminding them of their responsibility to provide adequate parking provision on site.

Discussion followed on the consultation process and the importance of effective communication with residents; resource available for working on parking action plans and potential mitigation costs available from the West Kent College development to part fund additional resource to assist.

Members thanked Officers for their hard work and commitment to traffic management, acknowledging and congratulating the parking team on their success in achieving through the Kent Parking Managers Group the award for Innovation at this year's British Parking Awards.

RECOMMENDED: That

(1) the proposals for introducing charges in Haysden Country Park be adopted in accordance with the advertised amendment to the Order for off-street parking places and the objectors advised accordingly;

(2)the rescheduling of the Parking Action Plan to include the resident preferential parking scheme in the area around West Kent College be endorsed;

(3)the urgent action in signing the Memorandum of Participation for a newly constituted National Parking Adjudication Service Joint Committee be approved;

(4)subject to the concurrence of the Joint Transportation Board:

(i) the Resident Preferential Parking arrangements in the relevant part of Tudeley Lane and Lodge Oak Lane and Mann Square be removed when the experimental order for Zone P is confirmed and the existing 'no waiting at any time' restrictions in Tudeley Lane and Mann Square be retained;

(ii) the Borough Green Local Parking Plan be endorsed; and

(iii) parking arrangements in Zone K be confirmed to reflect the views of residents of Ashburnham Road, Manor Grove and the relevant part of Shipbourne Road as described in the report.
PE 08/027 Guides on Renewable Energy Technologies

The report of the Director of Planning, Transport and Leisure introduced a draft series of non-statutory guides for householders and developers on the available renewable energy technologies that could be incorporated within new developments and existing buildings.

Members welcomed the introduction of the leaflets agreeing that the text 'including information on typical costs' should be included.

RECOMMENDED: That the guides on renewable energy technologies, outlined in Annex 1 of the report, be approved and made available free of charge to householders and planning applicants.
PE 08/028 South East Plan - Gypsy and Traveller Partial Review - Update
Members were updated on advice submitted to SEERA in October 2007 on two options for the distribution of pitches in Kent. SEERA had rejected the advice submitted from local authorities in the region and invited them to reconsider their previous submissions. The Kent Joint Member Steering Group had reconsidered the matter and sent revised advice to SEERA.

RECOMMENDED: That the current position with regard to the Partial Review of the South East Plan dealing with Gypsies and Traveller Accommodation be noted and the actions taken by the Cabinet Member for Planning and Transportation as a Member of the Joint Steering Group be endorsed.

PE 08/029 Building Control Regulations
The report of the Director of Planning, Transport and Leisure provided a detailed analysis of the wide ranging review of the Building Control procedures recommending various responses that could be made.

RECOMMENDED: That the detail of the report be noted and the suggested responses endorsed.
