JTB 12/001 Declarations of interest.
Councillor Mrs Luck declared a personal interest in the item on the Parking Action Plan on the grounds of owning a business in West Malling.

Councillor Luker declared a personal interest in the item on the Parking Action Plan on the grounds of a business relationship with a number of properties on the Tower Industrial Estate.

Councillor Worrall declared a personal interest in the item on Borough Transportation matters in respect of Pembury Hospital on the grounds of being a non-executive director of the Maidstone and Tunbridge Wells NHS Trust.

MATTERS FOR RECOMMENDATION TO THE CABINET
JTB 12/003 West Malling Station Forecourt Remodelling Scheme

The joint report of the Director of Highways and Transportation and the Director of Planning, Transport and Leisure provided an update on progress with the station forecourt remodelling project. Mr T Darcy, Project Manager for Jacobs, gave a detailed presentation on the preferred design option which would greatly enhance pedestrian safety. Board members raised various points of detailed design and layout which would be examined and, where practicable, incorporated by Jacobs in liaison with the officers of the Borough and County Councils and relevant transport operators.

RESOLVED: That the following be commended to the Borough Council Cabinet: endorsement be given to the preferred design option.
JTB 12/004 Parking Action Plan

The report of the Director of Planning, Transport and Leisure set out progress with the implementation of Phase 6a of the Parking Action Plan and highlighted objections received during the statutory consultations to the formal advertising of the on-street traffic regulation order. A supplementary report regarding the investigation of the need to provide waiting restrictions at the main entrance to the Tower Industrial Estate in London Road, Wrotham, was circulated prior to the meeting.

RESOLVED: That the following be commended to the Borough Council Cabinet:

(1) the ‘next steps', as set out in Section 1.3 to the report, be endorsed;

(2) the recommended actions for Phase 6a of the Parking Action Plan, set out at Annexes 1 and 5 to the report, be noted and the restrictions be installed;

(3) the recommended actions for Phase 6a of the Parking Action Plan, set out at Annexes 2, 3, 4, 6, 7, 8, 9, 10 and 11 to the report, be endorsed and where objections to a proposal have been made, the objectors be advised of the decision regarding endorsement (or otherwise) of that proposal; and

(4) the actions set out in the supplementary report be endorsed.
JTB 12/005 Medway Valley Sustainable Transport Strategy Update

The joint report of the Director of Highways and Transportation and the Director of Planning, Transport and Leisure provided an update on progress with the draft transport strategy, a copy of which had been circulated in advance of the meeting.

RESOLVED: That the following be commended to the Borough Council Cabinet: the approach set out in the updated strategy be endorsed.

JTB 12/006 A21 Tonbridge-Pembury Dualling
The joint report of the Director of Highways and Transportation and the Director of Planning, Transport and Leisure provided an update on efforts being made to secure Government approval to progress the A21 Tonbridge-Pembury scheme.
JTB 12/007 A20 Seven Mile Lane Junction
The report of the Director of Highways and Transportation outlined the County Council's proposals to improve the A20 London Road junction with the B2016 Seven Mile Lane, Wrotham Heath following a series of personal injury crashes. Members asked for various matters to be examined including the highway flooding under the railway bridge, the difficulties of exiting from Ford Lane and whether alternative approaches to the proposed signalled junction could be considered.
JTB 12/008 Tonbridge Town Centre - Transport Strategy
The joint report of the Director of Highways and Transportation and the Director of Planning, Transport and Leisure outlined progress with the review and update of the Transport Strategy for Tonbridge town centre.
JTB 12/009 Borough Transportation Matters
The report of the Director of Planning, Transport and Leisure provided an update on a number of transportation matters on which the Borough Council had recently been focusing.
JTB 12/010 Traffic Schemes Progress Report
The report of the Director of Highways and Transportation provided a summary of the current position on a number of traffic and transportation initiatives in the Borough. Updates were given on a number of the County Member funded schemes.
JTB 12/011 Highway Works Programme 2012/13
The report of the Director of Highways and Transportation set out details of schemes programmed for construction by the County Council in 2012/13.
JTB 12/012 Petitions submitted to Kent County Council
The report of the Director of Highways and Transportation update the position on petitions being considered by the County Council.
JTB 12/013 Kent Freight Action Plan
The report of the Director of Highways and Transportation provided an update on progress made with the Kent Freight Action Plan and outlined the process to be undertaken prior to formal adoption of the plan.
JTB 12/014 Highway Soft Estate Management
The Director of Highways and Transportation outlined proposals for the planned levels of service for weed control of highway verges during 2012/13. He advised that, following consultation with the Borough Council's Waste Services Manager, consideration would be given to undertaking a second spray of identified hot spots under a local agreement.
JTB 12/015 A Common Sense Plan for Safe and Sensible Street Lighting
The report of the Director of Highways and Transportation outlined the County Council's proposals for reducing energy costs of street lighting. The Board noted that County and Borough Councillors and the town and parish councils would be advised of the process and timescale involved. The Chairman indicated that the Borough Council was willing to provide a forum for debate with the town and parish councils and local stakeholders.
