Members were provided an update on the progress of the current Phase (Phase 15), the larger area Parking Reviews and Phase 14 of the Parking Action Plan.

 

Concern was raised regarding the restrictions installed at Common Road, Blue Bell Hill, in particular the negative impact of the restrictions on the village, residents and local businesses. 

 

Following consideration by the Joint Transportation Board, the Cabinet Member for Transformation and Infrastructure RESOLVED that:

 

(1)        the request to review the restrictions installed at Common Road, Blue Bell Hill be considered following a request from Local Members; and

 

(2)        the current progress and approach to the Parking Team’s work programme, be noted.

The report of the Director of Street Scene, Leisure and Technical Services provided an update on the progress of the current Phase (Phase 15), the larger area Parking Reviews and Phase 14 of the Parking Action Plan.

 

Local Members for Blue Bell Hill had approached the Council in relation to Common Road, requesting that the parking restrictions installed following consultation and concerns raised at the time regarding displaced parking, be removed due to the adverse impact that the restrictions were having on local residents.

 

It was noted that the current double yellow lines were defined from one junction to the next, and their removal would mean that the double yellow lines close to the junctions would also need to be removed or be unenforceable.  To remove the double yellow lines, a revision to the current arrangements could be promoted to delete the double yellow lines that were over and above those that previously existed and, if required, re-instate the single yellow lines and white access protection markings. Due to external factors, and that consultation had previously been undertaken, agreement could be sought from the elected Members for the area.  Members requested that a report to remove the restrictions installed at Common Road be presented to the next meeting of the Joint Transportation Board.

 

Concern was raised regarding the proposal to install double yellow lines on Upper Green Road, Shipbourne due to the negative impact the restrictions would have on local businesses, however Members supported double yellow lines on the corners to ensure visibility.

 

In terms of the Hildenborough Parking Review, the formal consultation stage had been completed, and the consultation responses and objections would be reported to the next meeting.  Members noted that the proposed restrictions were not intended to apply at school pick up or drop off, with the exception of those restrictions on the junctions.

 

RECOMMENDED*: That

 

(1)        the request to review the restrictions installed at Common Road, Blue Bell Hill be considered following a request from Local Members; and

 

(2)        the current progress and approach to the Parking Team’s work programme, be noted.
