To receive the Minutes of the meetings of the Licensing and Appeals Committee sitting as a Panel held on 28 July 2017 and 4 August 2017

RESOLVED:  That the Minutes of the meetings of the Licensing and Appeals Committee sitting as a Panel held on 28 July and 4 August 2017 be received and noted.  

The Director of Central Services and Monitoring Officer presented a review of the Hackney Carriage and Private Hire Policy 2018-2023.  The report highlighted the main changes from the current policy adopted on 1 May 2013 and outlined the timescale for the consultation to be undertaken between 1 October and 31 December 2017.  Particular reference was made to the proposed changes set out at paragraph 1.3 of the Draft Policy, attached as Annex 1 to the report and, following consideration by the Committee, the inclusion of guidance on tinted rear passenger windows, ‘cross-boundary’ plating of vehicles, voluntary sector transport and the production of original documents.  The report outlined the arrangements for public consultation on the policy including further taxi drivers’ liaison meetings which Members were welcome to attend. 

RESOLVED:  That the draft Tonbridge and Malling Hackney Carriage and Private Hire Licensing Policy set out at Annex 1 to the report be approved for public consultation.

The Chairman to move that the press and public be excluded from the remainder of the meeting during consideration of any items the publication of which would disclose exempt information.
