RECOMMENDED: That (1) the evaluation (assuming costs for a third party phase 2 option) set out at Annex 1 to the report be approved; (2) the Capital Plan and Revenue Budget be updated accordingly; and (3) the capital and one-off revenue costs be met from the Transformation Reserve. *Referred to Council
