RESOLVED:  That as public discussion would disclose exempt information, the following matters be considered in private.

LAP 22/18

Review of Private Hire Driver's Licence - Case No. 005/2022

The Panel is invited to consider what action should be taken in respect of a Private Hire Driver’s Licence.


The Licensing and Appeals Committee, sitting as a Panel, was asked to consider whether a Private Hire licence holder had failed to comply with any provision of Part II of the Local Government (Miscellaneous Provisions) Act 1976 or if there was any other reasonable cause why they should suspend or revoke their Private Hire licence following a complaint received from a member of the public stating that the driver charged a passenger more for a journey as they were travelling with their assistance dog. 


The Panel had regard to the report of the Director of Central Services and Deputy Chief Executive and the Council’s Taxi and Licensing Enforcement Policy.


In its deliberations the Panel took into account all the information given to them and having listened to the driver’s explanation, were concerned an incident had occurred whereby an assistance dog had been charged for and there had been a misunderstanding about the policy of the operator.


For these reasons, the Panel


RESOLVED: That in respect of Case Number 005/2022, three penalty points be imposed onto the Private Hire driver’s licence for a period of two years; and that the driver be required to undertake the following training as soon as possible, and within a maximum period of three months:


·       Online Child Sexual Exploitation and Safeguarding Training Course

·       Online Disability equality Training Course
