Minutes:

The Licensing and Appeals Committee, sitting as a Panel was asked to consider whether a new application for a Private Hire Driver’s Licence should be granted following the receipt of information from the Disclosure & Barring Service (DBS).

The report of the Director of Central Services and Deputy Chief Executive advised that the applicants Disclosure and Barring Service (DBS) Certificate Number showed that the applicant had been convicted for an offence to comply with red/green arrow/lane closure flashing light signals on 14 November 2015 and an offence of committing an act/series of acts with intent to prevent the course of justice on 25 September 2015 and 5 December 2015.

Having taken into account the written and verbal evidence provided, the Panel was satisfied that the individual was not a fit and proper person to hold a Private Hire Driver’s licence.

For this reason, the Panel

RESOLVED: That, in respect of Case Number 02/2023, the application for a Private Hire driver’s licence be REFUSED.
