In accordance with Budget and Policy Framework Procedure Rule 4 (set out in the Part 4 of the Constitution), the Chief Executive has sought the agreement of the Chair of Overview and Scrutiny Committee that the Decision can be taken within 5 days of the publication of this Notice as it is not practical to convene a quorate meeting of the Full Council due to the timescales required. This Decision is considered urgent and, therefore, is not subject to call-in and will become effective immediately upon publication.
