Reason for urgency:
In accordance with General Exception Rule 15 in the Access to Information Rules (as set out in Part 4 of the Constitution), the Chair of Overview and Scrutiny Committee has been informed that this decision is being taken as a general exception as the publication of the intention to make this key decision was impracticable 28 days before the meeting of Cabinet (as required in Rule 14.2 – publication of Key Decisions) for the following reason:
(1) Due to the need to begin recruitment without delay, the decision must be taken urgently so the Council can secure the necessary resource to commence planning and implementation of the Learning and Development activity. Waiting until the next Cabinet meeting would risk significant delays to this essential work
