RESOLVED: That the Minutes of the meeting of the Joint Transportation Board held on the 7 June 2021 be approved as a correct record and signed by the Chairman.

This report brings forward recommendations to the Borough Council’s Cabinet for Phase 11 of the Parking Action Plan following formal consultation.

Due to the size of the documents the consultation responses will be uploaded as a supplement.

The report of the Director of Street Scene, Leisure and Technical Services set out details of the outcome of the formal consultation for Phase 12 of the Parking Action Plan.

RESOLVED: That, subject to

1.           the abandonment of schemes numbered 12.02 (Station Road, Borough Green), 12.07 (Wyvern Close, Snodland) and 12.10 (Lavender Hill, Tonbridge);

2.           the progression of schemes numbered 12.03 (Bell Lane, Burham), 12.08 (Gorham Drive, Tonbridge) and 12.12 (the removal of DYL at Nelson Avenue, Tonbridge); and

3.           the deferral of scheme number 12.15 (Shakespeare Road, Tonbridge) for further consideration and decision alongside in Parking Action Plan – Phase 13,

the recommendations for each location included in Phase 12 of the Parking Action Plan, as set out at Annex 1to the report, be adopted and the proposals be implemented.

To consider the nominations of the Kent Association of Local Councils (Tonbridge and Malling area committee) for parish and/or town representatives to the Joint Transportation Board.

The report of the Director of Central Services set out details of the nominations received from the Kent Association of Local Councils (Tonbridge and Malling Area Committee) as parish and/or town council representatives on the Joint Transportation Board.

RESOLVED:  That

(1)        the nominations of the Kent Association of Local Councils (Tonbridge and Malling area committee), as set out in paragraph 1.3 of the report, be agreed as parish and/or town representatives to the Joint Transportation Board with immediate effect; and

(2)        the revised Joint Transportation Board Agreement, attached as Annex 1 to the report, be noted. 

The Borough Council has for many years divided requests for changes to parking restrictions into separate Phases of the “Parking Action Plan”, or for wider areas as discrete “Parking Reviews”.

This report covers the content of the next Phase (Phase 13) of the Action Plan, and an update on the Borough’s parking reviews.

The report of the Director of Street Scene, Leisure and Technical Services outlined the next Phase (Phase 13) of the Parking Action Plan and provided an update on the Borough’s Parking Reviews. 

RESOLVED:  That

(1)        the locations listed for Phase 13 of the Parking Action Plan and the Holding List shown in Annex 1 and 2 be agreed; and

(2)        the locations that are not progressing be noted.

The report of the Director of Street Scene, Leisure and Technical Services presented the outcome of the formal consultation on proposals contained in the Access Group 5, a subset of the Parking Action Plan, where a streamlined process had been applied to the consideration and promotion of minor changes to the Traffic Regulation Order.  

RESOLVED:  That the content of the report be noted.

This report provides an update on progress and next steps in the preparation of a new Tonbridge and Malling Active Travel Strategy.

The report of the Director of Planning, Housing and Environmental Health provided an update on progress and outlined the next steps in the preparation of a new Tonbridge and Malling Active Travel Strategy.  It was noted that a report outlining the feedback from the public consultation and details of the final draft strategy would be submitted to a future meeting of the Board.

RESOLVED:  That the content of the report be noted.

This paper provides an update on the DfT’s Emergency Active Travel Fund relating to the Tonbridge town-wide 20mph limit trial and specifically the feedback received to the public consultation.

Due to the size of the document Appendix C is attached as a supplement.

The report of the Head of Transportation, Kent County Council, provided an update on the DfT’s Emergency Active Travel Fund relating to the Tonbridge town-wide 20mph limit trial and, specifically, on the feedback received to the public consultation. Members noted that a further report with project recommendations would be submitted to a future meeting of the Board.

This report updates Members on the progress of the schemes and provisional programme for delivery

The report of KCC Highways, Transportation and Waste provided an update on the progress of the A20 Coldharbour roundabout and the A20 Hall Road/Mills Road junction schemes and a provisional programme for delivery. 

RESOLVED: That the content of the report be noted.

This report updates Members on the identified schemes approved for construction

The report of the Kent County Council Highways, Transportation and Waste summarised schemes programmed for delivery in 2021/22 and 2022/23 and provided an update on Road, Footway and Cycleway Renewal and Preservation Scheme (Appendix A), Drainage Repairs and Improvements (Appendix B), Street Lighting (Appendix C), Transportation and Safety Schemes (Appendix D), Developer Funded Works (Appendix E), Bridge Works (Appendix F), Traffic Systems (Appendix G) and the Combined Members Grant (Appendix H). Representatives from Kent County Council Highways offered to respond direct to Members outside of the meeting on a number of matters identified during consideration of this item. 

RESOLVED:  That the content of the report be noted.

The Chairman to move that the press and public be excluded from the remainder of the meeting during consideration of any items the publication of which would disclose exempt information.
