The report of the Director of Street Scene, Leisure and Technical Services provided an update on the phased approach to on-street parking management with particular focus on the recent informal consultation with residents and businesses in areas affected by the progression of Phase 8 of the Parking Action Plan. 

 

RECOMMENDED:  That the schemes listed at Annex 1 to the report proceed to formal consultation subject to

 

(1)          the abandonment of schemes numbered 17 (The Close, Borough Green); 21 (Lunsford Lane, south of Leybourne Way, Larkfield); 31 (Grange Road and Long Mill Lane, Platt); 39 (Salisbury Close and Salisbury Road, Tonbridge); 40 (Ashburnham Road, Tonbridge); 41 (Chiltern Way and Cheviot Close, Tonbridge); 63 (Vale Rise, Tonbridge) and 71 (Kemsing Road and Randall Hill Road, Wrotham);

 

(2)          the amendment of scheme numbered 42 (The Haydens, Haydens Mews and Yardley Park Road, Tonbridge) to withdraw the proposals on The Haydens between Haydens Mews and Yardley Park Road (retaining the junction protection restrictions on Haydens Mews and Yardley Park Road) and proceed to formal consultation on the proposals for Haydens Mews and Yardley Park Road;

 

(3)          an adjustment to the proposal to alter the times of restrictions within the current Zone D so that the times allowed for permit parking would be  09.30-11.30 hours and 16.00-18 00 hours; and 

 

(4)          an adjustment to the proposals to split Permit Parking Zone D into three areas (D1, D2 and D3) to split the area into two areas (D1 and D2).  D1 to be as shown on the proposal plans, but extended to include Preston Road and its junction with Barden Road, and D2 to encompass the remainder of the existing Zone D area.

Minutes:

The report of KCC Highways and Transportation provided an update on footway and carriageway improvement, drainage repairs and improvements, street lighting, transportation and safety schemes, Developer Funded Work (Section 106 and 278 works), bridge works and traffic systems approved for construction in 2015/16.  Particular reference was made to the footway improvements to Tonbridge High Street under the Local Growth Fund Programme.  In addition the report provided details of current County Member funded schemes within the Borough.

Chatham Road Report - Experimental Traffic Regulation Order pdf icon PDF 47 KB

Minutes:

The report of KCC Head of Transportation provided an update on measures undertaken in Chatham Road, Boxley and Aylesford to prevent lorry parking by the imposition of an Experimental Traffic Regulation Order.  The Board noted that the majority of the area lay within Maidstone Borough Council’s area and that the Maidstone Joint Transportation Board had agreed that the TRO be made permanent at its meeting held on 14 October 2015.  A number of members expressed concern about the illegal parking of HGVs, damage to the highway and verges, the enforcement of restrictions and the practicality of providing alternative locations which could resolve the issues faced across the county.

Kent Highway Services provided a verbal update on progress with the proposed eastern overbridge widening scheme at the A228/M20 Junction 4.
